Limerick City Centre Public Realm Strategy

The Proposed Limerick City Centre Public Realm Strategy identifies and prioritises changes to the public realm and transport environment necessary to achieve the vision for Limerick City as set out in the Limerick Development Plan and the Mayoral Programme.

In accordance with Article 13(1)(b) of the European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004, as amended by the European Communities (Environmental Assessment of Certain Plans and Programmes) (Amendment) Regulations 2011, notice is hereby given that Limerick City and County Council has prepared:

  • Proposed Limerick City Centre Public Realm Strategy, which identifies and prioritises changes to the public realm and transport environment necessary to achieve the vision for Limerick City as set out in the Limerick Development Plan and the Mayoral Programme, More for Limerick, and to support the implementation of the Limerick Shannon Metropolitan Area Transport Strategy.
     
  • Volume 1: Vision & Principles
  • Volume 2: Design Manual

Proposed Limerick City Centre Public Realm Strategy is accompanied by the Volume 3 Environmental Assessment:

  • A Strategic Environmental Assessment (SEA) Screening Determination, SEA Environmental Report and associated documentation prepared in accordance with the European Strategic Environmental Assessment Directive (2001/42/EC) and the relevant planning and environmental assessment legislation. Here
  • An Appropriate Assessment (AA) Screening Determination and Appropriate Assessment Screening Report prepared pursuant to Article 6(3) of the Habitats Directive (92/43/EEC), as amended, and the Planning and Development Act 2024, as amended. Here

Public Consultation

Proposed Limerick City Centre Public Realm Strategy, together with all accompanying environmental assessment documentation, will be available for inspection from 23/07/2026 to 12/10/2026 at the following locations:

Limerick City and County Council invites interested parties to make submissions or observations in relation to the Proposed Limerick City Centre Public Realm Strategy no later than 5pm on 12/10/2026 by one of the following methods:

Notice of Determination in Respect of Appropriate Assessment Screening

Pursuant to Section 202 of Part 6 of the Planning and Development Act 2024, as amended, and Article 6(3) of the Habitats Directive (92/43/EEC), as amended, Limerick City and County Council has carried out a Screening for Appropriate Assessment of the Proposed Limerick City Centre Public Realm Strategy

Having regard to the nature and content of the Proposed Strategy, and on the basis of objective scientific information, the Council has determined that the implementation of the Proposed Limerick City Centre Public Realm Strategy, either individually or in combination with other plans or projects, is not likely to have significant effects on any European Site.

Accordingly, the Council has determined that the preparation of a Stage 2 Appropriate Assessment (Natura Impact Report) is not required.

The Appropriate Assessment Screening Determination and the Appropriate Assessment Screening Report, which set out the basis for this determination, accompany the Proposed Limerick City Centre Public Realm Strategy and are available for inspection at www.limerick.ie and https://mypoint.limerick.ie.

Note

The proposed Limerick City Centre Public Realm Strategy forms part of an integrated approach to city centre planning and is intended to complement and support the proposed Limerick City Centre Transport Plan. Interested parties may also wish to review the concurrent consultation on the draft Limerick City Centre Transport Plan, which is open from 23 July 2026 to 12 October 2026.
