Limerick City and County Council (LCCC) has launched its new Limerick City and County SME Action Plan, setting out a clear five-year roadmap to support small and medium enterprises, strengthen the local economy, and create sustainable employment across Limerick.
Developed in partnership with the SME Task Force, and informed by engagement with businesses, stakeholders and enterprise support organisations, it provides a clear, evidence-based strategy to unlock Limerick’s entrepreneurial potential.
The plan outlines practical, targeted actions to address challenges facing SMEs while building on Limerick’s strengths as a growing and ambitious region. It aims to improve the business environment, enhance competitiveness, and ensure economic growth is felt throughout the city and county.
Priority Actions
The plan delivers targeted actions focused on improving competitiveness, sustainability and growth, including:
- SME Business Park and workspace solutions
- AI training and digital capability supports
- Business advice clinics and funding supports
- Public procurement access for local SMEs
- Measures to revitalise city, town and village centres

Mayor of Limerick, John Moran launched the plan, saying:
"SME’s are the backbone of our successful economy, and while Limerick is a place of enormous potential, potential alone is not enough. This SME Action Plan is about turning ambition into action and creating the conditions for businesses to grow, innovate and create jobs. By supporting our SMEs, we are investing in the future prosperity of our city and county."
Chair of the SME Taskforce, Cllr Peter Doyle added:
"Small businesses are the lifeblood of our communities. This plan focuses on practical measures that will make it easier to do business in Limerick and ensure that growth and opportunity are shared across the city and county."
Director General, Limerick City and County Council, Dr Pat Daly commented:
"This Action Plan provides a clear framework for supporting enterprise and removing barriers to growth. Success will come through partnership, delivery and a shared commitment to making Limerick one of the best places in Ireland to start and grow a business."
The SME Action Plan identifies a series of strategic priorities, including improving access to finance, supporting skills development, enhancing infrastructure, strengthening business supports and increasing opportunities for SMEs to access new markets.
The plan forms part of Limerick's broader economic development ambitions and reflects the Council's commitment to fostering entrepreneurship, innovation and inclusive growth throughout the city and county.
