The Limerick SME Action Plan 2026 sets out an ambitious five-year strategy to accelerate the growth of small and medium-sized enterprises across Limerick City and County.
Developed by Limerick City and County Council in partnership with the SME Task Force under Mayor John Moran’s Mayoral Programme, the plan provides a clear, evidence-based roadmap to unlock Limerick’s full entrepreneurial potential.

SMEs are the backbone of the local economy:
- 99% of all businesses
- 76% of private-sector employment
- 7,500+ SMEs across the county
They drive innovation, create jobs and sustain communities, forming the foundation for long-term, inclusive economic growth.

Limerick benefits from a dynamic economy, strong connectivity, a skilled workforce and a collaborative enterprise ecosystem. However, challenges remain—including access to finance, talent competition, infrastructure capacity and rising costs.

The plan delivers 15 targeted actions focused on improving competitiveness, sustainability and growth, including:
- SME Business Park and workspace solutions
- AI training and digital capability supports
- Business advice clinics and funding supports
- Public procurement access for local SMEs
- Measures to revitalise city, town and village centres
Delivering Results
Implementation will be led by the SME Task Force in partnership with key agencies, with progress tracked through clear indicators such as increased start-ups, reduced vacancy and expanded business capacity.
