Part 8 Development: R524 Abbeyfeale, Co. Limerick

In accordance with Part XI of the Planning & Development Act 2000 (as amended) and Part 8, Article 81 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that Limerick City & County Council proposes to carry out the following development works on the R524, and on a site east of the R524, all North of the Greenway Hub Abbeyfeale at Knockbrack, Abbeyfeale, Co. Limerick.

The development works will consist of: A New Burial Ground and Carpark consisting of the Following:

    I. The Construction of a new Burial Ground, Concrete ground beams for headstones and Columbarium Walls

    II. Proposed traffic calming measures and signage on the R524, a new vehicular entrance on the R524 to the northeast of site and carpark access roadway.

    III. Provision of a carpark to serve the existing Greenway and the proposed Burial Ground, which consists of vehicle and bicycle parking, vehicle set down areas, EV Charging and disability parking spaces and motorbike parking.

    IV. The provision of site structures to include bin stores and a utility maintenance store.

    V. Provision of an entrance Signage Totem

    VI. A universally accessible ramp and handrail structure, and steps to link to the proposed development to the existing greenway

    VII. 2 no. pedestrian access points to the existing greenway at the southwest and southeast of the site

    VIII. Proposed onsite surface water drainage arrangements incorporating SUDS measures and surface water attenuation zones

    IX. The installation of a wastewater holding tank.

    X. Provision of hard landscaped areas, extensive planting and soft landscaping

    XI. Miscellaneous fence and boundary upgrades, gates, bollards, concrete footpaths, and all ancillary site works

In accordance with the requirements of Article 120(1)(b)(i) of the Planning and Development Regulations 2001 (as amended), Limerick City & County Council has carried out a screening for environmental impact assessment of the proposal. Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001 (as amended) and based on an examination of the nature, size and location of the development, it is determined that there is no likelihood of significant effects on the environment arising from the proposed development.

Nonetheless, a person may within 4 weeks beginning on the date of the publication of this notice apply to An Coimisiún Pleanála for a screening determination as to whether this development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Coimisiún Pleanála, 64 Marlborough Street, Dublin 1.

Limerick City & County Council in accordance with the requirements of Article 250(1) of the Planning and Development Regulations 2001 (as amended) has carried out an Appropriate Assessment (AA)

Screening and has determined that a full Appropriate Assessment is not required in respect of the proposed development.

Plans and particulars of the proposed development will be available for inspection and/or purchase at a fee not exceeding the reasonable cost of making a copy, from Monday 25nd May 2026 up to and including Tuesday 23rd June 2026 during public opening hours (excluding bank holidays) at the following locations: Limerick City & County Council, Merchant’s Quay, Limerick, V94 EH90, between 9am – 5pm Monday to Friday ( excluding Bank Holidays), at the Planning Department, Limerick City & County Council Offices, Dooradoyle Road, Limerick V94 WV78, between 9am – 4pm (excluding Bank Holidays), Abbeyfeale Library, Bridge Street, Abbeyfeale, Co. Limerick, V94 VH79, between 10 a.m. – 1 p.m.; 2 p.m. – 5 p.m. Tuesday to Saturday (Please note that the library will be closed on the Saturday of Bank Holiday weekends) and at the Newcastle West Municipal District Office, Áras William Smith O’Brien, Gortboy, Newcastle West, Co. Limerick, V42 EH73 between 9 a.m. - 4 p.m. (excluding Bank Holidays).

Plans and particulars of the proposed development will be available for inspection online during the above timeframes at https://planning.localgov.ie.

Submissions or observations in relation to the proposed development, dealing with proper planning and sustainable development of the area in which the development would be situated may be made:

Note: Only submissions made in the above manner will be considered as valid submissions for the purposes of the Mayor’s Report to be presented to Council.
