Summary of Social Housing Needs Assessment 2026

In accordance with Section 21 of the Housing (Miscellaneous Provisions) Act 2009 and Section 6 of the Housing (Traveller Accommodation) Act 1998, Limerick City and County Council has been directed by the Department of Housing, Local Government and Heritage to carry out the Social Housing Needs Assessment for 2026.     

Purpose of the Assessment 

Selected social housing applicants in Limerick will be asked to confirm whether they wish to remain on the local authority housing list. This forms part of a national assessment by the Department of Housing, Local Government and Heritage to establish an accurate picture of social housing need across the country. 

Limerick City and County Council will write to all relevant applicants. Each applicant will be required to confirm their current housing need and return the completed application form, together with any required supporting documentation. 

Deadline for Return of Forms 

All completed forms and supporting documentation must be returned by Wednesday, 23 September 2026. 

Applicants who receive a letter must return the completed form and provide evidence of household income for the previous 12 months. Failure to return the completed form and required documentation may result in the applicant being removed from the housing list. 

Income Documentation Required 

Where any household member is in employment, evidence of 12 months’ income must be submitted using a combination of the documents listed below. 

Current Year 

Pay and Tax Summary (Year to Date): This can be obtained through Revenue’s online service www.revenue.ie and should include all employments in the current year to date. 

Previous Year 

  • Statement of Liability 2025: This can be obtained through Revenue’s online service www.revenue.ie  or from your local tax office. 

  • Employment Detail Summary 2025: This can be obtained through Revenue’s online service www.revenue.ie or from your local tax office. 

Additional Income Circumstances 

Self-Employment 

Where any household member is self-employed, the applicant must provide a minimum of two years’ accounts with an auditor’s report, together with a notice of assessment and/or self-assessment. 

Social Welfare Payments 

Where any household member is in receipt of social welfare, a recent statement from the Department of Social Protection must be provided. The statement should set out all welfare payments received during the previous 12 months and the commencement dates of those payments. This can be obtained through online service www.mywelfare.ie or from your local Social Welfare office. 

If a household member has been in receipt of social welfare for less than 12 months, the applicant must also provide a Statement of Liability for the previous year and, where applicable, a Pay and Tax Summary for the current year or payslips for the intervening period. 

Exclusions 

HAP tenants, RAS tenants and applicants for a social housing transfer are excluded from this assessment. 

Important Notice 

Under the departmental directive, failure to submit the fully completed SSHA 2026 form and all relevant documentation by the deadline will result in the case being closed and the applicant being removed from the housing list.
