The Community Climate Action Programme is a new programme aimed at supporting all communities to achieve climate action within their local area. In cooperation with the Department of the Environment, Climate and Communications, Limerick City and County Council will support communities to stimulate and affect real change in the area of climate action. The overarching aim of this programme is to build low carbon, sustainable communities that will contribute to Limerick city and counties climate targets.
Strand 1 Building Low Carbon Communities: Limerick City and County Council have been allocated a grant of €811,000 for projects under this strand. Under this scheme communities will partner with Limerick City and County Council to carry out projects that have a direct climate action impact.

How will the programme work?
A number of projects will be selected which demonstrate climate action at a local level in Limerick. Local communities will be selected following an Expression of Interest phase and will carry-out their direct climate action projects over 18 months. Projects can include a suite of measures, not just one specific action.
Who Can Apply?
Eligible communities must be a not-for-profit, be located in the operational area of Limerick City and County Council. They must be registered with a PPN or connected with other collectives such as Tidy Towns or a community group with Articles of Association or a Constitution, which hold an AGM, and for which approved minutes are available.
Private individuals, commercial undertakings, and national community or environmental organisations are not eligible for funding from the Community Climate Action Programme.
What projects are eligible?
Projects must demonstrate the delivery of national climate action at a local level for strand 1 and on a cross-border basis on the island of Ireland for strand 1a. There are five programme themes and communities should try to incorporate as many themes as possible. The themes are:

What funding is available?
The Community Climate Action Programme grants can fund up to 100% of all eligible costs. There are three levels of funding available to apply for:
- Small scale projects < €20,000
- Medium scale projects €21,000 to €50,000
- Large scale projects €51,000 to €100,000
Please Note: If your group has received more than 300K of State aid within the last three years it may limit your eligibility under a state aid EU rule known as De Minimis. When you make an application you will be advised as to whether you are affected by this State Aid rule that exists to avoid unfair competition in the marketplace.
How do I apply?
- Interested community groups should contact the Community Climate Action Officer (see contact details below) with their project ideas before applying.
- Phase 2 of the programme opens for applications on Tuesday 21st October 2025 at 10am and will close on Tuesday 16th December 2025 at 5pm (Applications outside of this period cannot be accepted)
