Limerick City and County Council CCTV Policy outlines specific provisions to assist Limerick City and County Council to fulfil its data protection obligations regarding the operation of CCTV systems.
CCTV refers to video recording systems and may be used for a number of purposes detailed in the Policy.
CCTV Privacy and Data Protection
The Council operates a range of CCTV systems across four key areas: Community CCTV Schemes, Property Security, Waste Enforcement, and Health & Safety (Fire & Emergency Services Vehicles).
- Community CCTV Systems are installed in public areas such as streets, walkways, bridges, city centres, and other locations where the public has a right of access. Some of these systems are monitored in real-time by a third-party provider at a dedicated monitoring centre. Retrospective footage is reviewed upon request from An Garda Síochána or in response to a valid data access request.
- Property CCTV Systems are used at Council-owned sites including buildings, fire stations, libraries, and operational depots. These systems also cover internal areas accessible to the public, such as reception areas and corridors, as well as buildings open to the public.
- Waste Enforcement CCTV is deployed at targeted locations to combat environmental pollution. These cameras support the deterrence, prevention, detection, and prosecution of offences under the Litter and Waste Acts, particularly in areas of Limerick City and County that experience persistent illegal dumping.
- Health & Safety CCTV on Fire & Emergency Services Vehicles is used to enhance the safety and security of emergency responders. These systems help document incidents accurately and deter aggression or violence. The Council has a duty of care to its staff and volunteers, and the use of vehicle-mounted cameras supports their wellbeing while carrying out their duties.
