Part 8 Development: 28 & 29 William Street Upper, Limerick City

In accordance with Part XI, Section 179 of the Planning and Development Acts 2000 (as amended) and Part 8, Article 81 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that Limerick City and County Council proposes to carry out the following development at 28 & 29 William Street Upper, Limerick City.

The proposed development will consist of:

The demolition of an existing single-storey derelict former dwelling, including rear ancillary extension and outbuildings, at No. 29 William Street Upper, and the construction of a new 6 no. unit residential development comprising 5 no. one-bedroom apartments and 1 no. three-bedroom duplex apartment, accommodated within a three- and four-storey building.

The development will also include all associated site development works, including the provision of a bin store and bicycle store to the rear of the site; shared amenity space; site boundary treatments; drainage works; landscaping; connections to existing services, including foul and surface water drainage systems; and all associated site and ancillary works at 28 & 29 William Street Upper, Limerick City.

Limerick City and County Council has carried out an Environmental Impact Assessment (EIA) Screening Report in accordance with the requirements of Article 120(1B)(b)(i) and has determined that there is no real likelihood of significant effects on the environment arising from the proposed development. Accordingly, it has been determined that an EIAR is not required in respect of this proposed development. Nonetheless a person may, within 4 weeks beginning on the date of the publication of this notice apply to An Coimisiún Pleanála for a screening determination. Such a submission should be addressed to the Secretary, An Coimisiún Pleanála, 64 Marlborough Street, Dublin 1, D01 V902.

Limerick City and County Council in accordance with the requirements of Article 250(1) of the Planning and Development Regulations 2001 (as amended) has carried out an Appropriate Assessment (AA) Screening and has determined that a full Appropriate Assessment is not required in respect of the proposed development.  

Plans and particulars of the proposed development will be available for inspection and/or purchase at a fee not exceeding the reasonable cost of making a copy, from 30/09/2026 up to and including 29/10/2026, during public opening hours (excluding Bank Holidays), at the following locations:

Limerick City and County Council, Merchant’s Quay, Limerick, V94 EH90, between 9.00 a.m. and 5.00 p.m., Monday to Friday (excluding Bank Holidays); 

And

Planning Department, Limerick City and County Council Offices, Dooradoyle Road, Limerick, V94 WV78, between 9.00 a.m. and 4.00 p.m., Monday to Friday (excluding Bank Holidays).

Plans and particulars of the proposed development will also be available for inspection online during the above timeframes at https://planning.localgov.ie

Submissions or observations in relation to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made:

Submissions must be received on or before 4.00 p.m. on 12/11/2026.

Note: Only submissions made in the above manner will be considered as valid submissions for the purposes of the Mayor’s Report to be presented to Council.
