UPDATE: Statement on Data Protection Commission decision on use of CCTV in Limerick

Limerick City and County Council is continuing to work through the Decision of the DPC and is taking all necessary and corrective actions.

The Council’s overarching aim is to ensure that we continue to protect the personal data of the people of Limerick.

The Decision by the DPC captures a ‘moment in time’ with regards to the CCTV system in Limerick and doesn’t outline the work already undertaken by the Council.

Project Description
Hinterland 44 cameras, with a legal basis – out of 72 planned, only 44 installed
Traffic Management 26 cameras, without a legal basis (legislation required)
Northside 128 cameras, legal basis under assessment with An Garda Síochána
Southside 121 cameras, legal basis under assessment with An Garda Síochána
Smarter Travel (City Centre to UL) 13 cameras, not currently operational, legal basis under assessment with An Garda Síochána
Other Sites 41 cameras, legal basis under assessment with An Garda Síochána

Total number of cameras: 373 (28 cameras never installed brings total to 401 mentioned in report)

Once Limerick City and County Council received the first draft of the Decision by the DPC, the Council has taken following actions have been completed.

  • Data Protection Impact Assessments (DPIA’s) in progress
  • Garda Commissioner Approvals received for Southside and Hinterland CCTV operations
  • Garda Live feeds switched off
  • ANPR functionality switched off
  • Traffic and pedestrian counter functionality switched off
  • Hinterland live monitoring ceased
  • Drone use DPIA and Risk Assessment conducted for each flight
  • Security Measures:
    • Traffic Management: facility now highly secure
    • Monitoring Centre: logs, continuous improvement of operating procedures
  • Arup appointed to make recommendation on how CCTV should run as a local authority function
  • Signage has been erected in various sites around the City and County

Limerick City and County Council is continuing to work closely with the Data Protection Commissioner's office and An Garda Síochána to resolve the matters raised in the Decision.
