Limerick City and County Council Invites Expressions of Interest for Delivery of Social and Affordable Housing

Limerick City and County Council announces a call for Expressions of Interest (EOI) from landowners, developers, and builders to participate in a public procurement competition known as Competitive Dialogue aimed at delivering social and affordable housing across Limerick. 

The Council is seeking to engage with suitably qualified candidates to deliver a range of housing solutions, including houses, duplexes and apartments. This initiative forms part of the Council’s ongoing commitment to addressing housing demand in Limerick, both now and into the future. 

Through this EOI process, the Council aims to identify innovative housing solutions and opportunities that may not yet be known to the local authority. Selected candidates will be invited to participate in a Competitive Dialogue process with a dedicated team in the Council to develop proposals that meet Limerick’s housing requirements. 

Limerick City and County Council has strong demand for homes now and in the coming years with a key objective to deliver an expanded programme of social, affordable, and mixed tenure schemes. Affordable and mixed-tenure developments may now include affordable purchase homes and cost rental options. Cost rental and social rental options can potentially be delivered in partnership with Approved Housing Bodies as part of a consortium with developers and builders. 

The Council can assist in obtaining State subsidy approvals for Affordable tenure and grant approvals for Social Rental tenure. 

Proposals may include standalone developments or form part of larger schemes and can consist of new builds, with or without existing planning permission. Where appropriate, and subject to the approval of Elected Members, the Part 8 planning process may be utilised with Limerick City and County Council to help bring forward suitable projects. 

Mayor of Limerick, John Moran commented: 

“Everyone knows our annual housing delivery needs to be multiples of what it is. To do that we need to find new and innovative ways to work together to deliver for the people of Limerick. LCCC cannot build all the homes we need on our own. So, this Expressions of Interest process marks a significant step forward in our efforts to address housing need and build stronger communities across Limerick. By opening this opportunity to the market, we are aiming to accelerate delivery and co-development structures to ensure a strong pipeline of social and affordable homes for our growing population.” 

Príomh Chomhairleoir, Cllr Catherine Slattery said: 

“I am regularly contacted by people across Limerick who are facing real and urgent challenges in securing a home. I welcome this Competitive Dialogue process as an opportunity to work proactively with experienced partners to bring forward housing solutions that can be delivered efficiently and to a high standard.” 

Director General, Dr Pat Daly added: 

“Collaboration will be key to the success of this initiative. By working with developers and landowners, and Approved Housing Bodies, we aim to deliver mixed-tenure developments that support sustainable, inclusive communities throughout Limerick.”
