In accordance with Section 9 of the Road Traffic Act, 2004, as amended by Sections 53 to 56 of the Road Traffic and Roads Act, 2023, and Sections 6 to 10 of the Road Traffic Act, 2024, Limerick City and County Council hereby gives notice of its intention to make Special Speed Limit Bye-Laws for its administrative area.
These special speed limit bye-laws deliver the following speed limit review;
Phase 2 of the 2023 Speed Limit Review – Implementation of Special Speed Limits within built-up and urban areas, including 30kph urban cores and roads adjacent to schools.
The alteration of speed limits at locations outside of the Phase 2 speed limit review that have been deemed appropriate following review of speed limit appeal requests.
Speed limits are set in accordance with the criteria and procedures set out in the updated Guidelines for Setting and Managing Speed Limits in Ireland 2015 to ensure consistency and credibility.
The draft bye-laws are available for inspection during normal office hours (9.00 am to 5.00 pm) Monday to Friday from Wednesday 9th September to Friday 9th October, 2026 (both dates inclusive) at the following Council Offices:

This is a statutory consultation process and submissions to this consultation will be considered in the amendment/adoption of the Special Speed Limit Bye-Laws to formally change the urban speed limits in the County. These are to be adopted by the Elected Members of Limerick City and County Council in accordance with the Ministerial Directive.
