HIIF Funding will Unlock Potential to Deliver More Than 10,000 Homes in Limerick

Limerick City and County Council (LCCC) is welcoming the allocation of Housing Infrastructure Investment Funding (HIIF) that will enable the direct delivery of circa 3,800 homes - and provide the potential for more than 6,800 more homes - on key sites in Limerick. 

HIIF provides targeted funding to support enabling infrastructure such as roads, water services, and utilities needed to unlock housing development. It is designed to accelerate the delivery of housing by reducing upfront infrastructure barriers and improving the viability of key sites. 

The Minister for Housing, Local Government and Heritage, James Browne TD and Minister of State for Planning and Local Government, John Cummins TD today announced the 82 infrastructure projects across the country which will be supported in the first phase of the HIIF programme.  

Following applications by Limerick City and County Council, the following allocations for have been confirmed for Limerick projects: 

  • Mungret Housing – LCCC in partnership with LDA 

 Indicative Cost Band < €10m 

Directly unlocks 687 Housing units and indirectly unlocks a further 1,800 residential units. 

  • Colbert Quarter SUDS – LCCC in partnership with LDA  

Indicative Cost Band > €20m 

Directly unlocks 939 housing units and indirectly unlocks a further 2,239 residential units. 

  • Castletroy Link Road – LCCC 

Indicative Cost Band €10- 20m 

 Directly unlocks 1109 housing units and indirectly unlocks a further 122 residential units. 

  • Toppins Field – LCCC 

Indicative Cost Band < €10m 

Directly unlocks 550 Housing units and indirectly unlocks a further 3,699 residential units. 

Additionally, the Land Development Agency has been awarded funding (indicative Cost Band €10 -20m ) to directly unlock lands for 600 residential units and indirectly unlock a further 1,400 residential units at Colbert Quarter / St. Joseph’s, Limerick City. 

Mayor of Limerick, John Moran commented:  

“This funding is a significant vote of confidence in Limerick’s ambition and our ability to deliver housing. Since becoming Mayor, I have made it my priority to work closely with Government to ensure Limerick secures the investment needed to unlock new homes at scale. While that work continues, these important projects that have now been unlocked will remove key infrastructure barriers and create the conditions for development of thousands of homes for people in Limerick. I welcome the Government’s support and look forward to continuing our strong engagement to accelerate housing delivery and meet the needs of our growing population in Limerick.” 

Príomh Chomhairleoir, Cllr Catherine Slattery said: 

“This funding is great news for Limerick as it moves us closer to delivering thousands of much-needed homes for families in strategic, well-serviced locations. The investment will help unlock key sites, improve supporting infrastructure and create the conditions needed for long-term housing growth.” 

Director General of Limerick City and County Council, Dr Pat Daly added: 

“This is a very welcome injection of funding into Limerick, providing the catalyst needed to push on with delivering thousands of homes across the city and county. These projects will support the creation of new communities while helping us meet housing demand and delivering sustainable and well-connected neighbourhoods. We look forward to working with our partners and Government to maximise the impact of this investment for the people of Limerick.”

The Housing Infrastructure Investment Fund is a Government initiative led by the Department of Housing, Local Government and Heritage to facilitate the timely delivery of housing by funding critical public infrastructure. It supports local authorities and, in some cases, private developments where strategic investment can open up land for residential use at scale. The fund focuses on projects that will deliver significant numbers of homes, improve connectivity and services, and align with national and regional planning objectives.
