Construction of New Infrastructure from St. Paul’s to Ballykeeffe to Begin

Construction will begin on new infrastructure between St. Paul’s Roundabout and Ballykeeffe Roundabout, with works scheduled to commence on Monday, 13th April 2026.

The project will deliver upgraded walking, cycling and public transport facilities along St. Nessan’s Road. Shareridge Ltd. has been appointed as the contractor following a tender process.

Funded by the National Transport Authority, the scheme forms part of the expanding Active Travel network on the west side of the city. The works will include dedicated cycle tracks, upgraded footpaths, new and improved pedestrian and cyclist crossings, a stepped pedestrian link from Ballykeeffe Estate, bus‑priority signals, reconstructed bus stops, boundary and structural works at St. Paul’s Nursing Home and St. Paul’s Church, landscaping and replacement tree planting, and general civil upgrades such as resurfacing, new markings, coloured surfacing for cycle lanes and utility improvements.

Senior Engineer with the Active Travel department at Limerick City and County Council, Sean McGlynn, noted that the Active Travel projects are designed to interconnect and support the development of a connected and integrated city-wide network, with routes such as the R510 (Raheen to Quinn’s Cross) and Father Russell Road ultimately linking to the St. Paul’s to Ballykeeffe corridor and onward to the city centre via South Circular Road. These projects form part of the primary Active Travel network identified in the Limerick Shannon Metropolitan Area Transport Strategy, providing safer and more sustainable travel options for residents of Raheen, Dooradoyle and Mungret.

He continued:

“We appreciate there may be some short-term difficulties in terms of traffic flow on the road and appreciate the patience required of local residents in the next number of months. In the long term, this project will be a key residential, commercial and employment connector and deliver significant benefits to the area, as identified in the Limerick Shannon Metropolitan Area Transport Strategy.”

Works are expected to continue for approximately nine months. Construction activities may take place at varying times within the permitted working hours of 8.00am to 6.00pm, Monday to Friday, and 9.00am to 1.00pm on Saturdays. Works will not necessarily occur for the full duration of these hours on any given day.

A traffic management plan will be in operation at all times, ensuring safe access for vulnerable road users and all classes of vehicles, including emergency services. Traffic management arrangements will vary over the course of the project and may be subject to change. Noise levels will be managed in accordance with allowable limits and will be monitored on an ongoing basis. Regular updates on works and traffic management arrangements will be issued to keep the public informed.

Mayor of Limerick, John Moran, said:

“The commencement of works on the St. Paul’s to Ballykeeffe Roundabout Active Travel scheme is another important step in delivering a safer, more connected transport network for Limerick. Schemes like this are about making everyday journeys safer and more appealing for people of all ages, whether they are walking, cycling, using wheelchairs or mobility aids, or using public transport. Introducing high‑quality infrastructure in residential and school environments is central to achieving our ambition of a fully integrated Active Travel network, and I welcome the progress now getting underway on St. Nessan's Road.”

Príomh Chomhairleoir of Limerick City and County Council, Councillor Catherine Slattery, added:

“This project is a welcome step for Dooradoyle area, particularly in improving safety around a busy school location. When completed the project will make it easier and safer for people to walk and cycle locally and will support more sustainable travel choices. I look forward to seeing the positive impact this scheme will have for students, families and the wider community.”
