Limerick City and County Council Launches Preliminary Market Consultation for the Provision of Student Accommodation

Limerick City and County Council has today published a Preliminary Market Consultation (PMC) on eTenders seeking to explore opportunities for the development of new student accommodation on Council‑owned lands as part of a mixed tenure approach to provide social, affordable and private homes.

The purpose of this consultation is to engage with the market and assess the level of interest, capacity, and potential approaches to delivering high‑quality, purpose‑built student accommodation in Limerick. This early‑stage process will help inform the Council’s future strategy and any subsequent procurement or partnership arrangements.

Through the PMC, the Council aims to gather insights on:

  • the capacity and interest of developers, investors and operators in delivering student accommodation schemes.
  • potential delivery models, funding structures and operational approaches.
  • market expectations that will inform the design of any future procurement or partnership approach.

The consultation is intended for organisations with experience or interest in the delivery or operation of student accommodation including:

  • Developers
  • Investors
  • Student accommodation operators
  • Consortium partnerships
  • Infrastructure or finance partners

This consultation is not a call for competition and does not form part of a formal procurement process.
