Part 8 Development: Lisheen Park, Ballyanrahran East, Patrickswell, Co Limerick

In accordance with Part XI of the Planning & Development Act 2000 (as amended) and Part 8, Article 81 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that Limerick City & County Council proposes to carry out the development described hereunder in Lisheen Park, Ballyanrahran East, Patrickswell, Co Limerick.

The development will consist of the new Patrickswell Sports and Community Campus, the extent of consists of the following:

  1. The removal of the existing multi-use games area, existing soccer pitch and security fencing to the soccer pitch
  2. The construction of 1 no. all weather synthetic GAA pitch, 1 no. all weather synthetic soccer pitch, a new multi - use games area, a basketball court and a single storey pavilion building, measuring 350 sqm consisting of dressing rooms, a referee’s room, public toilets, meeting room space, tea room/ shop area, store room and plant room
  3. Provision of ball stop netting, perimeter spectator fencing to the GAA and soccer pitch and an illuminated pedestrian walkway to perimeter of the pitches
  4. Development of a basketball court, multi - use games area (MUGA), new playgrounds, natural play areas, outdoor exercise equipment, boules court, ping pong table, seating, bicycle parking, footpaths, cycleways and public lighting
  5. Provision of a car park to include, a bus set down area, EV parking and disability parking, new access and exits into the new car parking from the existing roadway
  6. Proposed on-site surface water drainage arrangements incorporating SUDS measures and connection to existing storm sewer network
  7. Proposed connections to the sewer network and existing mains water infrastructure, together with all associated site works and services
  8. Provision of extensive planting and landscaping including:
  • Extensive buffer planting along the western boundary with native trees as well as naturalised species agreed with our ecologist
  • Biodiversity rich semi natural grasslands created by natural re-colonisation
  • Extensive mature tree planting
  • Native hedgerow planting
  • Pollinator planting
  • Mounding

In accordance with the requirements of Article 120(1)(b)(i) of the Planning and Development Regulations 2001 (as amended), Limerick City & County Council has carried out a screening for environmental impact assessment of the proposal. Having regard to the information specified under Schedule 7A of the Planning and Development Regulations 2001 (as amended) and based on an examination of the nature, size and location of the development, it is determined that there is no likelihood of significant effects on the environment arising from the proposed development. 

Nonetheless, a person may within 4 weeks beginning on the date of the publication of this notice apply to An Coimisiún Pleanála for a screening determination as to whether this development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Coimisiún Pleanála, 64 Marlborough Street, Dublin 1. 

Limerick City & County Council in accordance with the requirements of Article 250(1) of the Planning and Development Regulations 2001 (as amended) has carried out an Appropriate Assessment (AA) Screening and has determined that a full Appropriate Assessment is not required in respect of the proposed development. 

Plans and particulars of the proposed development will be available for inspection and/or purchase at a fee not exceeding the reasonable cost of making a copy, from Monday 2nd March 2026 up to and including Tuesday 31st March 2026 during public opening hours (excluding bank holidays) at the following locations: Limerick City & County Council, Merchant’s Quay, Limerick, V94 EH90, between 9am – 5pm Monday to Friday ( excluding Bank Holidays) and at the Planning Department, Limerick City & County Council Offices, Dooradoyle Road, Limerick V94 WV78, between 9am – 4pm (excluding Bank Holidays).

Plans and particulars of the proposed development will also be available for inspection online during the above timeframes at https://mypoint.limerick.ie

Submissions or observations in relation to the proposed development, dealing with proper planning and sustainable development of the area in which the development would be situated may be made:

Submissions must be received on or before 4pm on Thursday 16th April 2026. (Further 2 Weeks)

Note: Only submissions made in the above manner will be considered as valid submissions for the purposes of the Mayor’s Report to be presented to Council.
