Limerick City Council: Rate Valuation Lists

Biographical / Historical Note

Under the Limerick Corporation Act 1853, the city was divided into eight electoral wards, Abbey Ward; Castle Ward; Custom House Ward; Dock Ward; Glentworth Ward; Irishtown Ward; Market Ward and Shannon Ward. These wards formed the basis under which the valuation books are organised. Streets and lanes were arranged alphabetically within each ward according to their order in the valuation list. A number of valuation books include a street index and this is indicated in the list. The Valuation (Ireland) Act of 1852 was one of the foundation statutes of the modern Irish rating system, and was the system used to calculate rates up until 1982. Between 1852 and 1865, the whole country was valued under the direction of Sir Richard Griffith, the Commissioner of Valuation, using net annual letting value as the basis for the figures arrived at. This mammoth task provided the country with a systematic basis for the assessment of the various rates, including the Poor Law, Borough, Improvement and General Purpose's rates. Subsequently, the valuations ceased to have any real connection with the rental value of a premise, and instead became a yardstick against which a new premise received a new rateable valuation and an existing one had its rateable valuation altered. Any new hereditament created had to receive a valuation, while changes in existing premises resulted in their valuation being changed. This collection lists the rateable valuation for property in Limerick city, and also records any revisions to the valuation of the property and the owner and occupiers of the property
