Scope & Content

Board of Guardians Minute Books (1842 - 1922). Meetings were held weekly, and contain reports of officers, orders of and letters from the poor law commissioners, proposals and resolutions passed, payments made and a summary of the population in the workhouse with details on the number of admissions, deaths and discharges, the number of children, the number aged and infirm, and the number of lunatics.

Board of Guardians Rough Minute Books (1842 - 1883), Rural Sanitary Board Minute Book (1885-1890), Contagious Diseases (Animal) Committee Minute Book (1878-1893) which include reports of the Inspector on animal slaughtered.

Wages Book (1916-1919), Clerk's Letter Books (1909 - 1919) containing letters dealing with the Local Government Board, local medical staff, contractors and suppliers of goods to the workhouse and correspondence relating to the election of Guardians, outdoor relief, finances, the building and maintenance of District Council cottages, health and welfare of the inmates and council orders.

Letters from Local Government Board (1887 - 1895) which contain details of payments, recommendations from the Board, information about new appointments and rates, resolutions and orders from the Local Government Board. General Ledgers (1842 - 1875), Register of Deaths (1907-1915).

Biographical / Historical Note

Limerick Union, an area of some 197 square miles with a population of just over 140,000, was declared in December 1838. The headquarters of the Limerick Union was in the new workhouse built on Shelbourne Road, Limerick City between 1839 and 1841 at a cost of nearly £13,000. The first paupers were admitted on 22nd May 1841. It was designed to hold 1,600 inmates. It superseded the old House of Industry on the North Strand, which closed down at this time, and later became a barracks. In 1861 the Sisters of Mercy were introduced into and given charge of the administration of the Union Workhouse. William Monsell (1812-94), MP for County Limerick from 1847 to 1874, was chairman of the board of guardians from 1857 to 1882, which lent the Union additional prestige, both locally and nationally. After the Boards of Guardians were abolished in 1923, the workhouse on Shelbourne Street became the City Home and Hospital

I. Board of Guardian Minute Books, 1842-1870

Minute Books of the Board of Guardians of Limerick Union. Meetings were held weekly, generally on Wednesday. Entries are recorded under headings, which include Clerk's reports, Treasurer's Account, Reports of the Master and Other Officers and Orders of and Letters from the Poor Law Commissioners. Also recorded are members present, details of correspondence, proposals and resolutions passed, and payments made. Also noted in each volume is information provided by the census on population of the Union in each decade.

The first three volumes have the same format, but this changes from 1845 (BG/110/1/7) onwards, when a table is introduced in the first pages of every minute. The table shows the 'Return of Paupers who were Admitted into, or Discharged from, the Workhouse; and the number of Sick, and the number Born, or who Died therein, during the week ending (date)'. From 1848 (BG/110/A/10), the headings changes to 'Return of Destitute Persons relieved out of the Workhouse, as by Relief Lists, for the last week ending (date) authenticated and laid before the Board of Guardians at this meeting'. From 1848 (BG/106/A/10) the first page of every minute also contains a table with the 'State of the Workhouse for the week ending (date)'.

IV. Contagious Diseases (Animal) Committee Minute Book, 1878-1893

  • 12 October 1878 - 15 November 1893 Minute Book of the Contagious Diseases (Animal) Committee. The minute of the first meeting states the names of the members of the Committee from 1878 to 1881. It also states the functions and responsibilities of the Clerk 'The Clerk was directed to provide the necessary hand bills required for the purposes of the Act and to inform the County Inspectors of Limerick and Clare that M. Johnstone V.S. has been appointed inspector for this Union' and of the Inspector 'The Committee delegated to the Inspector their authority to order the slaughter of diseased beast. (...) The Inspector was directed to keep an effective supervision on all railway waggons so as to see that they are properly disinfected and cleansed'. The minutes include reports of the Inspector re: slaughters and money paid for them, letters and orders and resolutions re: cattle. The meetings were held irregulary and in some months (e.g. from 31 Decemeber 1879 to 10 August 1881) no meetings were held.

  • 6 December 1916 - 13 November 1919 Wages' Book of tradesmen that did works for the Union. Each page is headed with statement 'We, the undersigned Tradesmen, have received Wages as set out opposite our names for Week ended (date)'. The Tradesmen stated are: Foreman Baker, Baker Assistant, Carpenter, Shoemaker, Shoemaker Assistant, Tailor, Machinist (Tailor), Boot Machinist, Painter and Ambulance Driver. Letter Books from the Clerk of the Union; The clerk of the Limerick Union, W.J. Guinane also acted as clerk Limerick Rural District 1 and 2 Council, so the volumes cover all three bodies. The letters deal with a variety of topics including communications with the Local Government Board, with local medical staff, contractors, suppliers of goods to the workhouse. Also includes correspondence relating to the election of Guardians, outdoor relief, Union's finances, building and maintenance of District Council cottages, health and welfare of the inmates, council orders, etc.
