CLÁR 2022 Scheme

Minister for Rural and Community Development, Heather Humphreys TD, has announced the launch of the 2022 CLÁR programme. The CLÁR allocation nationally has increased from €5.5m to €7 million in 2022. The CLÁR programme (Ceantair Laga Árd-Riachtanais) provides funding for small scale infrastructural projects in identified CLÁR areas that have suffered significant levels of population decline.

This year, funding has been increased by over 25% in recognition of the importance of the programme to some of our most remote rural areas.  

CLÁR 2022 Measures

The Measure being funded under the 2022 CLÁR programme, which is delivered through Limerick City and County Council, is:

Measure 1: Developing Community Facilities and Amenities

Limerick City and County Council invites applications from Schools/ Community Groups and Local Development Companies in respect of Measure 1 for projects within the designated CLÁR areas. Community Groups can include local sporting organsiations where the infrastructure supported is for the benefit of the community generally (not just the sporting organisation) and is made freely available to all members of the community without any additional restrictions or requirements being imposed.

Any facilities funded must be open to the public without a requirement to be a member of a club, enrolled in a school etc. Facilities on school grounds must be open to the public outside school hours.

The maximum level of funding for any individual project is €50,000 and grant-funding is at a rate of 90% of total project costs.

A maximum of 15 applications, under Measure 1 can be shortlisted for onward submission to the Department of Rural and Community Development. It is important that applications show clear evidence of need and outline the relevance of the project (with regard) to the Limerick Local Economic and Community Plan (LECP) and/or other local or regional plans. Applications will be assessed for suitability based on the information outlined in the application and the required supporting documentation must be submitted after the closing date. Limerick City and County Council request all interested parties to review the scheme outline and complete the relevant project application form.
