CLÁR 2021 Scheme

Minister for Rural and Community Development, Heather Humphreys TD, has announced details of the €5.5 million CLÁR 2021 programme. The CLÁR programme (Ceantair Laga Árd-Riachtanais) provides funding for small scale infrastructural projects in identified CLÁR areas that have suffered significant levels of population decline.

This year, funding has been increased by 10% in recognition of the importance of the programme to some of our most remote rural areas.

CLÁR 2021 Measures

The Measures being funded under the 2021 CLÁR programme, which are delivered through Limerick City and County Council, are:

Measure 1: Support for Schools/Community Safety Measures

Measure 2: Outdoor Community Recreation Facilities

Measure 3(a): Community Wellbeing Measure - Community Gardens and Allotments

Limerick City and County Council invites applications from Schools/Community Groups and Local Development Companies in respect of Measures 1 and 2 and from Community Groups and Local Development Companies in respect of Measure 3(a) for projects within the designated CLÁR areas.

The maximum level of funding for any individual project is €50,000 and grant-funding is at a rate of 90% of total project costs.

The closing date for receipt of project application forms is 4pm Friday 16th April 2021.

A maximum of 10 applications, under Measure 1 and 2 combined and a maximum of 3 applications under Measure 3(a) can be shortlisted for onward submission to the Department of Rural and Community Development. It is important that applications show clear evidence of need and outline the relevance of the project with regard to the Limerick Local Economic and Community Plan (LECP) and/or other local or regional plans. Applications will be assessed for suitability based on the information outlined in the application and the required supporting documentation submitted after the closing date. Limerick City and County Council request all interested parties to review the scheme outline and complete the relevant Project Application form.

Apart from the above Measures that are delivered through Limerick City and County Council, the Department of Rural and Community Development will be accepting applications directly, in respect of the following Measures:

  • Measure 3(b): Community Wellbeing Supports - Mobility and Cancer Care Transport
  • New CLÁR Innovation Measure

Completed Project Applications with supporting documentation, in respect of Measures 1, 2 and 3(a), must be submitted to Limerick City and County Council by 4pm on Friday 16th April 2021.
