Regeneration of the ‘Opera Site’

In accordance with Part XI of the Planning & Development Act 2000 – 2015 and Part 8 Article 81 of the Planning & Development Regulations 2001 – 2015 notice is hereby given that Limerick 2030 Strategic Development DAC a wholly owned subsidiary of Limerick City and County Council proposes to carry out the following development  on a 1.62 ha site bounded to the North by Bank Place, to the south by Ellen Street, to the West by Rutland and Patrick Street and to the East by Michael Street, Limerick City Centre.

The proposed regeneration of the ‘Opera Site’, Limerick for mixed use development comprising office, retail, culture, licenced premises, and other ancillary uses to include the following:

 1) Demolition of 6 and 7 Rutland Street; 6 and 7/8 Patrick Street; 3 Ellen Street, the former Cahill May Roberts building; existing warehouse/workspace buildings at Bogues Yard and Watch House Lane; and existing Ellen Street surface car park.

2) (a) Refurbishment and modifications to 4 and 5 Rutland Street to provide 378 m2 approx. of retail floorspace at ground floor level and 435 m2 approx. office floor space at upper floor levels. (b) Refurbishment and modifications of 1-5 Patrick Street and 4 – 6 Ellen Street including integration of individual units into the new scheme via a glazed linkage at first floor level to provide 862 m2 approx. of retail floorspace at ground floor level and 4,877 m2 of approx. office floor space at upper floor levels, circulation areas and rooftop amenity garden
(c) Refurbishment and modifications of the Town Hall (Protected Structure), and 8-9 Rutland Street including demolition of modern building extensions and construction of new rear single-storey glazed extension to provide 2,129 m2 approx. of cultural uses.
(d) Refurbishment, modification and extension of 7-9 Ellen Street to provide 76 m2 approx. of retail floorspace, 326 m2 approx. of commercial floorspace, and 959 m2 approx. of licensed premises uses.
(e) Modification of the Granary (Protected Structure) to include demolition of modern building extensions to west and addition of circulation cores.
(f) Construction of a commercial building comprising 11-14-storeys over 1-basement level fronting Bank Place, to provide 9,048 m2 approx. of office floor space.
(g) Construction of a commercial building comprising 5-7 storeys over 1-basement level fronting Rutland Street and proposed public plaza to provide 7,571 m2 approx. of office floor space.
(h) Construction of a commercial building comprising 4-8 storeys fronting Michael Street and proposed public plaza to provide 317 m2 approx. of retail floorspace and 12,380 m2 approx. of office floor space, internal courtyard and glazed atria.
(i) Public plaza, pedestrian linkages, communal and private open space areas.
(j) Bicycle parking.
(k) Vehicular access serving the development via a proposed entrance point on Michael Street. (l) Provision of 150 no. car parking spaces at basement level.
(m) The development will also include surface water attenuation tanks, general plant, storage areas and refuse management zones at basement level; signage; diversion of underground services; set-down areas; and all related site development and excavation works above and below ground.

Plans and particulars will be available for inspection or purchase at a cost not exceeding the reasonable cost of making a copy thereof, during normal offices hours, Monday to Friday (excluding Bank Holidays), from Friday 30th June to 11th August at Limerick City and County Council, Dooradoyle Road, Dooradoyle, Limerick.

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made in writing to the Planning and Environmental Services Department, Limerick City and County Council, Dooradoyle Road, Dooradoyle, Limerick on or before 4.00pm on Friday 25th August 2017.
