Summary of Social Housing Needs Assessment

In accordance with Section 21 of the Housing (Miscellaneous Provisions) Act 2009 and Section 6 of the Housing (Traveller Accommodation) Act 1998, Limerick City and County Council has been instructed by the Department of Housing, Local Government and Heritage to carry out a Housing Needs Assessment for 2023.

Selected Social Housing Applicants in Limerick will have to declare if they wish to remain on the local authority housing list as part of a Department of Housing, Local Government and Heritage assessment to determine a true and accurate need across the country. Limerick City and County Council will be writing to all relevant applicants. Each applicant will be requested to confirm their current housing need and will be required to submit the completed application form.

Relevant applicants must return forms or face the prospect of losing their place on the housing list.

Applicants will also be requested to submit supporting documentation in the event of a change of circumstances since they were last assessed.  All applicants must return their forms and documentation by Friday 22nd September 2023.

Anyone receiving a letter must return the completed form and evidence of 12 months income.

Any household member in employment: evidence of 12 months income must be submitted through a combination of the following:

Current year

Pay and tax Summary (Year to Date) This can be obtained through Revenue’s online service https://www.ros.ie/myaccount-web/home.html and will include all employments in the current year to date.

Previous year

Statement of Liability This can be obtained through Revenue’s online service https://www.ros.ie/myaccount-web/home.html or your local tax office.

Employment Detail Summary This can be obtained through Revenue’s online service https://www.ros.ie/myaccount-web/home.html

Any household member in self employment: a minimum of 2 years accounts with an auditor’s report AND a notice of assessment and/or self assessment.

Any household member in receipt of social welfare: A recent statement from social welfare detailing all welfare payments received for the previous 12 months and commencement dates of receipt of payments. If a household member is in receipt of social welfare for less than 12 months, a statement of liability for the previous year and where applicable a pay and tax summary for the current year or payslips for the intervening period must be provided.

Please note: Under the departmental directive, failure to submit the fully completed SSHA 2023 form, along with relevant documentation, will result in the case being closed and the applicant being removed from the housing list.

Those assessed as part of the SSHA in 2022 will not be included in this year’s review.  Also, all HAP tenants, RAS tenants and applicants for a social housing transfer are also excluded.

All elected representatives have been notified of the Summary of Social Housing Assessment and are encouraged to remind any applicants of its existence and that it is imperative to complete the form and return it to avoid losing their place on the list.
